Notification of non-compliances of the International Plant Protection Convention (IPPC)

Through e-mail circular dated 17th Dec/08, all members have been informed about the communication  received from the Department of Agriculture & Cooperation, Ministry of Agriculture, to the effect that the government has been receiving a large number of complaints of non-compliance from different countries, particularly from Germany and U.K. In maximum cases, Treatment Marks are not according to ISPM-15 or are missing. As per provisions of IPPC and ISPM-15, all wood packaging material used by exporters in packaging of consignments is to be rendered free from pests either by heat-treatment or by fumigation with Methyl Bromide. After treatment, wood packaging material is required to be stamped with a permanent mark by registered treatment providers authorised by NPPO/Directorate of Plant Protection Quarantine & Storage, Department of Agriculture & Cooperation, Ministry of Agriculture, NH IV, Faridabad 121 001, Haryana (Tel - 0129-2413885, Fax - 0129-2412125). The letter has stressed that some of the exporters are not following proper procedures, thus inviting non-compliance complaints, besides resulting in off-shore treatment at high costs/delayed clearance/deportation/destruction of consignments. Members have been requested to make note of this communication for appropriate compliance.

  • MVNO to get advance licence : The government is going to make it easy for mobile virtual network operators (MVNO) to enter the country. The Department of Telecommunications (DOT), which is in the process of finalizing a policy to this end, has decided to grant licences to prospective MVNOs before they tie-up with any telecom service provider.  In doing so, DoT has improved upon the TRAI’s recommendation that MVNOs be granted licence only after they tie up with a licensed service provider. Under MVNO, an operator does not have a telecom licence or infrastructure but buys airtime in bulk from a licensed mobile network operator and uses its own brand to sell it to subscriber. The billing is done under the MVNO’s brand. The MVNO route has suddenly become very attractive for global telecom players to enter the Indian market which has emerged as the fastest growing in the world, adding over 7 million subscribers each month. 

  • Industry Associations, BCCI to come under tax net : The Central Board of Direct Taxes (CBDT) has come out with a circular on 19th December, 2008, redefining the term “charitable purpose” that is likely to bring associations like CII, FICCI, Board of Control for Cricket in India (BCCI) etc. outside the purview of the Income Tax exemptions. The circular now says any entity that does business or trade in exchange for a fee or income cannot claim exemption from paying income tax.

  • Bank Guarantee under EPCG falls : The recent excise duty reduction by 4% has resulted in a cut in additional customs duty (CVD) too and as a consequence the aggregate import duties came down as well. Besides, the export obligation under EPCG scheme came down and the quantum of bond or bank guarantee to be furnished under the EPCG scheme and duty exemption scheme also fell.  For exporter using advance authorization, the quantum of bond and bank guarantee to be furnished to the Customs is based on the duty saved. 

  • Centre, States agree to have dual GST : According to the Empowered Committee of State Finance Ministers, which met on 16th Dec/08, the Centre and States have agreed on a uniform dual Goods and Service Tax (GST) regime from April 2010. There will be two slabs for GST – one for Central and another for State taxes – but the rates will be same for goods and services. Combined GST is likely to be within 20%.

  • Service Tax refund rules made easier : Exporters can now get get their service tax refunds much faster. The Central Board of Excise and Customs (CBEC) has further relaxed the procedures for refund of tax paid on specified services used for export of goods and directed its field officials to clear refund claims within 30 days. Even exporters who are not registered with the Central Excise, would now be able to file a refund claim. To get their refund they would have to file a claim with the excise authority having jurisdiction over their factory. The authority will issue them a service tax code to facilitate the refund.

  • Public Notice No.114(RE-2008)/2004-2009 dt. 10th Dec/08 : Through this notification, goods such as LCD Television Set (HS Code 85281218 & 85281219), Optical fibres, optical fibre bundles and cables (HS Code 90011000) and Instruments and Appliances used in medical, surgical dental or veterinary sciences including scientigraphic apparatus, other electro-medical apparatus and sight-testing instruments, are covered in Appendix 37D  for being eligible to benefits under High Value Added Manufactured Goods (Para 3.10.2 of Foreign Trade Policy 2004-2009) on exports made w.e.f. 1.4.2008. This is subject to the condition that they shall be eligible for this export benefit only if the value addition is at least 100% and if exported as export obligation under Advance Authorization Scheme or under Duty Free Import Authorization Scheme

Reliance Industries puts off Rs.30k-crore semiconductor foray

 

Mukesh Ambani’s Reliance Industries’ foray into the capital-intensive semiconductor business with a mammoth investment of Rs.30,000 core has been deferred because of the financial crisis. As part of the cost cutting, the company has also asked some of its employees in the semiconductor division to resign. Reliance Industries was in the process of finding a location for building the semiconductor wafer fabrication plant and solar PV module unit and recruited a team of experts for the project.

Industrial production in the red ; worse to come

 

The impact of the global slowdown on India is deepening. For the first time in over 15 years, the country’s industrial production, which contributes almost a third to GDP, has shrunk. Banks are not lending in fear of the liquidity crisis, so industry is unable to source either working or long-term capital, and consumer spending has contracted. The Index of Industrial Production (IIP) for October 2008, released by the government on 12th Dec/08, shows factory output falling by 0.4% – the first time it has slipped into the red since April 1993 – against the same month last year. This is far lower than the previous month’s 5.5% growth. Commerce Secretary GK Pillai estimates  that IIP is likely to fall even further in November, 2008.

Domestic chip makers may log better growth than global peers

 

The Indian silicon sector is expected to fare better than global markets, if the upbeat demand trends in the telecom sector are anything to go by. Although sales dropped by 10% in 2008 due to sluggish consumer demand, industry observers estimate a 21% growth in 2009. Chip sales in India are driven by equipment manufacturers such as Nokia, Dell and others, who continue to manufacture locally to cater to the domestic market. According to NXP Semiconductors’ Director (Global Sales), Mr. Ashok Chandak, “the growth rate in mobile phones is slowing down, but the demand is still healthy at more than 100 million units per year. The market is also changing from entry-level, ultra low-cost to music/feature phones. So, the overall sales turnover of phones and chips is still on a growth trajectory, though in single digit, for the next 3-5 years,” The silicon industry is also banking on the rollout of 3G phones in India as it may boost the industry’s revenues here. Demand for telecom infrastructure like routers, bridges, networks and chips for new 3G phones are expected to grow. Also, equipment manufacturing is set to increase, said industry players. According to ISA estimates, the domestic market seems more resilient than global markets and should touch $5.49 billion next year. Personal computers and mobile phones account for 60% of the demand of chips. The global economic slowdown has lowered the demand for personal computers as businesses and consumers reduce spending.

Economic downturn hits PC shipments to India

According to IDC’s India Quarterly PC Tracker 2008, PC shipments to India during the July-Sept/08 quarter recorded a marginal growth at 1.7%.  During the April-June 2008, growth in the PC market was 8.1% over the same period last year.  Desktops continued to register a decline (at 8.9%) while notebooks shipments grew 37.8%.  HP, the number one vendor of PCs and desktops, hiked its market share from 17.5% to 19.7% year-on-year. While HCL ranked number two in terms of overall PC numbers, Lenovo lost its third slot to Dell, which has a 9.6% share of the PC market.  HP, Dell and Acer were the top three players in notebook PC shipments in Q3 2008.

World's first eco-computer produced in Ireland

The world's first biodegradable computer, the iameco, has been manufactured in Dublin from bio-degradable wood panels made from waste products in the lumber and pulp industry. During a visit to the company by Ireland's Minister for Science and Innovation, Jimmy Devins, the inventors of iameco, MicroPro Computers Ltd, said they could implant the seeds of native-tree species into the wood panels. The minister's visit coincided with the announcement of details of a new Enterprise Ireland Green Technology Support for businesses. "Our business is built around green technologies and using them to produce healthier, more energy-efficient and cheaper computers that have less impact on the environment," said Paul Maher, chief of MicroPro.
He added: "One advantage of iameco is that when the components are buried in landfill the wood gets wet, breaks down and new plants begin to grow from old computers."  In addition to the iameco computer, which uses one third less energy than conventional computers, the biodegradable wood can also be used to manufacture the computer monitor casing, keyboard and mouse.

Samsung ventures into portable PC segment

Samsung India on 19th Dec/08 launched a range of notebooks personal computers and notebooks priced between Rs.28,477 and Rs.1,15,014 venturing into the portable device category in the country. With its entry into the Indian notebook market, the company, which was only in the IT peripheral space, would provide a complete computing solution to its customers. At present, IT peripherals business contributes about 15% towards Samsung’s overall business.

Turbulent times ahead for IT industry; says OECD Report

According to economists at the Paris-based Organization for Economic Cooperation and Development (OECD), India’s IT industry may face a “turbulent” period with weak growth in 2009 as the worsening economic downturn will cause a big dent to the internet economy. In its latest report, “IT Outlook 2008”, the OECD has painted a bleak picture saying the likely growth could be below zero. The only silver lining for the IT sector, which generates about $50 billion for Indian IT services companies, is the likely growth in services and software sectors. Unlike China, which is heavily dependent on the IT hardware industry, Indian IT services companies will experience adjustment  problems on a smaller scale. The semiconductor industry is set to fall nearly 6% in 2009, after posting only 2.2% growth in 2008. And Semiconductor manufacturing equipment sales – a leading indicator for the sector and for ICT goods – have plunged.

HCL completes Axon buyout

HCL Technologies, on 15th Dec/08,  has completed its $655 million (around Rs.3100 crore) acquisition of the UK-based consultancy company Axon Group Plc, making the largest overseas acquisition by an Indian IT company till date. Axon will exist as a separate entity called HCL Axon. HCL expects this new structure to contribute around Rs.2,880 crore (around 30% of HCL’s revenue).  The current CEO of the Axon Group, Steve Cardell, will be its new chief, while around 1,700 people from Axon’s current SAP practice will join HCL through the reverse merger of HCL’s SAP practice with Axon.

GSM Mobile market grew less than 1% in Jan-Oct ’08: OTG-GfK Data

As slowing economy put brakes on the sales of many consumer goods, the GSM mobile market in India’s 35 cities too plateaued, growing less than 1% in the first 10 months of 2008 compared with the same period in 2007, when the market grew 46% over 2006. According to ORG-GfK figures in the January-October 2008, only about 17.23 million GSM handsets have been sold from multi-brand outlets in top 35 cities as compared to the 17.17 million handsets last year.  However, the company’s data may not be representative of total sales within these 35 cities as their data does not include figures from ‘Organised trade coverage’. According to industry estimates, organized trade coverage – essentially big company-owned mobile store chains – accounts for around 12-15% of mobile sales.

BenQ exits cellphone market in India

Reeling under its disappointing foray into the cellphone market, Taiwan-based company, BenQ has decided to exit the mobile phone market in India. The company now plans to relaunch itself as a new corporate entity, concentrating on low and middle-level notebooks. The company would focus on digital projectors, computer monitors and other electronics. BenQ has been present in the Indian mobile space since 2005.

RCOM ready with $1bn for 3G rollout

Anil Ambani’s Reliance Communications (RCOM) has set aside $1 billion for its 3G telecom services rollout. The approximately Rs.4,700-crore investment in 3G will be funded through RCOM’s internal cash reserves of Rs.12,000 crore.  3G rollout is expected to begin on the GSM network, which is slated for a formal launch very soon. The GSM network is already being tested in Mumbai and the nationwide rollout will be over by June 2009.

Telecom to attract sizeable FDI in future

Foreign funds chasing Indian telecom industry may buck the trend of global economic downturn. Telecom may turn out to be the most significant contributor to the country’s source of foreign direct investment in the backdrop of providing licences to new players and the auctioning of 3G services. This industry attracted about $2 billion as FDI during April to September 2008, which is a significant jump from $1.2 billion during the last calendar year. Telecom Secretary shared the optimism and said that telecom would attract a sizeable FDI in the years to come.

3G contest to kick off on Jan 16, WiMax to follow

 

The government has finally unveiled the details of the upcoming 3G spectrum auctions and announced that the online bids for bagging these airwaves will begin on January 16, 2009. The Department of Telecom, in its ‘information memorandum’ has also said that the auction of spectrum for Broadband Wireless Access (BWA), which supports technologies such as WiMax, will be held two days from the close of the 3G auctions.

Nokia plans to design handsets for disabled

In an effort to take the mobile-phone to the next billion worldwide, Nokia has started research to roll out handsets, specifically designed for the disabled. The company plans to undertake extensive research in India to understand the consumer behaviour of people with visual or hearing problems, towards the mobile phone.

Panasonic to buy Sanyo in $9b deal

 

Panasonic will acquire rival Japanese electronics maker Sanyo for up to $9 billion through a public tender offer after top shareholders, including Goldman Sachs, agreed to the takeover. The deal would create one of the world’s biggest electronic companies and allow Panasonic Corp to add Sanyo Electric’s strength in green energy – solar panels and rechargeable batteries – in its sprawling product lineup

Durable companies expect a rise in demand by March 2009

Consumer durable majors expect demand for durables, overall, to revive from 8% to 15% during the first quarter of 2009. Godrej & Boyce, which have a 20% market share in Refrigerators, estimate their targeted revenue growth to be 40% during the first quarter of 2009, while LG Electronics India, Samsung India and Videocon too are planning to meet their revenue target of about 30% in the same quarter. Sony India is estimating overall revenue growth of 30% and sales turnover of Rs.4,000 crore by March, 2009. The 4% cenvat duty cut is expected to spur growth of the durables sector.

Samsung cuts prices by up to Rs.10,000

Consumer durable major, Samsung Electronics India has slashed the price of its products by up to Rs.10,000 across its entire range on account of four per cent reduction in Cenvat by the government. The price cut ranges from Rs.500 for a 22-inch LCD TV to Rs.10,000 for a 52 inch LCD TV. The company also announced the reduction in the prices of its Plasma TV between Rs.1,000 and Rs.6,000, apart from 2% cut in prices of refrigerators.

ELCINA Pavilion at  COMPONEX NEPCON INDIA 2009

ELCINA-CKM Workshops scheduled  during January, 2009

The following  Workshops are being organized by ELCINA-CKM (Centre for Knowledge Management) during January, 2009:-

Training Programme on Awareness of "Total Productivity Management – Through Planned Maintenance for Zero Break Down" (Keikaku hozen) at ELCINA House, New Delhi, on January 9, 2009.

What is Total Productivity Management (TPM)?

Total Productivity Management (TPM – also freely substituted with the terms Total Production Management and Total Productive Maintenance) is a well established, successful technique used to constantly improve the effectiveness of manufacturing equipment. The key to effective TPM is reliable, accurate measurement and effective critical assessment.

 

TPM has its origins at Nippondenso, a subsidiary of Toyota Motors Company in the late 1960’s. By the early 70’s it had become popular through out Toyota motors and subsequently formed the backbone of the famous Toyota production system. TPM with its structured and sophisticated, yet down to earth practical methodologies, have proven to be the best thing which has happened in the manufacturing world through its three pronged emphasis on total employee involvement, knowledgeable workers and equipment maintenance excellence. Achieving Zero break downs is the pre-requisite for any advanced manufacturing system.  

Course Objective

The awareness training is designed to help ‘industries’ to improve the availability of machines/equipments for production and ensure their enhanced reliability and maintainability for higher productivity. 

The following aspects will be focused in this seminar

  • To give insight into the concept of TPM.

  • To appreciate the interface of TPM and TQM

  • Evolve a strategy for implementing TPM in the organization.

Workshop Content

  • Historical Background of Maintenance Management.

  • Interface traditional maintenance with Japanese maintenance practices (Company wide participative maintenance management).

  • Technical Terminology and their understanding such OEE, MTBF, MTTR, Rate efficiency, Speed Efficiency etc.

  • Identification and classification of 6 type losses associated with plant and equipment – focus on Zero Break Down.

  • Road Map for 30-90% OEE

  • Eight pillars of TPM for Eliminating.

Mr. Sanjay Dwivedi, has more than twenty eight years of professional experience comprising a unique blend of technological and quality assurance assignments. He has vast and varied experience in Software, Chemicals, Engineering, Electrical & Electronics, Automobile, Machine Manufacturing and Service sector. He had contributed significantly to re-engineering Quality Systems, improvement in quality of operations and services through SGA (small group activities) by applying Six Sigma, Kaizen, Analytical, Diagnostic & Improvement Tools.

Mr. Dwivedi is a graduate in electrical engineering from Bombay University and pursued management education from Bombay University itself. He is a STQC trained Six Sigma and SEI-CMM Professional.

ELCINA Directory of Indian Electronics Industry for 2009:

Through hard copy circular dated 15th October, 2008, all Members have been informed about the next edition of ELCINA DIRECTORY OF INDIAN ELECTRONICS INDUSTRY for 2009, which is to be released in January, 2009.

 

Like our past editions, the forthcoming Directory will include the usual updates and a host of additional improved features covering business environment, statistical industry scan, company databases plus various projections. This handy compendium with its easy-to-read format, we hope, will continue to attract the attention of a growing number of users (within India and abroad).

 

Apart from electronics industry, the users of this Directory range from financial institutions, commercial banks, FIIs, Consultancy organizations as well as industry promotion institutes across the world. Updates on companies and products will automatically feature in the dynamic search section of ELCINA website www.elcina.com. Invitation for booking of vacant FULL Stalls in the OSRAM PRODUCT DISPLAY CENTRE at ELCINA HOUSE

Through e-mail circular dated 145th Nov/08, Members have been inviteed to book the vacant FULL stalls in the 'OSRAM DISPLAY CENTRE' in ELCINA House, which was inaugurated by Shri Jainder Singh, Secretary, Department of Information Technology, last year (13th August, 2007).   The OSRAM Display Centre has 12 Full Stalls and 10 Half/Mini Stalls.  At present, 10 Full Stalls and all the 10 Half/Mini Stalls are already occupied by the following Member-companies:-

Terms and conditions for booking of stalls:-

  • Manufacturing & Service Member-companies of ELCINA are eligible to display their products 
  • Flexible shelves are provided inside the stalls.  Modification in fixtures of the basic structure will not be possible as it runs counter to uniformity.
  • Storage space will be provided below the stall for brochures/publicity materials etc.
  • Audio Visual clip/Power Point presentation will be displayed for the visitors on LCD Panel installed in the Display Area.
  • The rental charges for the FULL Stalls will be Rs.20,000/- for two years.   Bookings are now being  accepted for a minimum period of two years only. 

 

We shall be grateful if you would kindly support ELCINA’s effort to project an upbeat and modern image of the Electronics Hardware/Component industry.  

 

Members interested may kindly confirm their booking, enclosing a Cheque/DD for Rs.20,000/- towards rental charges for 2 years favoring “ELCINA Electronic Industries Association of India”.   Bookings will be on first-come-first-served basis.  Rental paid any time of the year will be valid for two years  from the date of booking.
