3G auction
likely to be delayed again
The auction of
spectrum for 3G telephonly is likely to get delayed again as
the law ministry has suggested the auction be done only after
availability of spectrum, which would otherwise create legal
complications. The auction process was earlier scheduled to
begin on January 14, but got delayed due to uncertainty over
the number of slots and unavailability of spectrum.

RBI signals inflation
worries

The Reserve Bank
of India, in its quarterly review of the monetary policy
announced on 29th January, 2010, launched an assault on
inflation by increasing the cash reserve ration (CRR) 75 basis
points to 5.75%. While sounding upbeat on economic growth,
the Central Bank has kept the door open for an increase in
interest rates even before the annual policy statement in
April.

New
Date for GST rollout to be known in April
The much
anticipated Goods and Services Tax (GST), which will replace
most of the indirect taxes levied by the Centre and States,
will not be introduced from the targeted date of April 01,
2010. The Bills pertaining to the introduction of a new law
and amendment to the Constitution will not be tabled in the
coming Budget session of Parliament. Finance Minister Pranab
Mukherjee and State Finance Ministers will meet in April to
decide a new date for the GST rollout.

SEZ Act needs overhaul;
CBEC
The Central Board
of Excise & Customs (CBEC) has recommended an overhaul of the
Special Economic Zone (SEZ) Act 2005 saying it has detected
gross violations of duty and tax concessions causing it to
suffer a revenue loss of Rs.1,75,000 crore to date. Broadly,
the CBEC report has sought the removal of numerous exemptions,
drawbacks and concessions that have turned SEZs into
tax-avoidance conduits for importers and exporters without any
genuine business to back them. Official sources said this
report forms part of the board’s recommendation to the
Ministry of Finance for amendments in Budget 2010-11.

Finance
Ministry pushes for single-rate GST

The Finance
Ministry has rejected the two rates of GST proposed by the
states, adding further doubts to the April 2010 deadline for
the roll-out of a unified indirect tax system for Indian
states. In its first formal response to the discussion paper
on GST by the empowered group of State Finance Ministers, the
Department of Revenue has instead recommended that there
should be a single rate of GST for both goods and services
because a dual rate may lead to inversions in the duty
structure. The empowered group, headed by West Bengal
Finance Minister, Asim Dasgupta, had suggested a lower rate
for necessary items and goods of basic importance and a
standard rate for goods in general. It had also recommended a
special rate for precious metals and a list of exempted
items.

Anti Dumping on Export of Colour Picture Tubes from Malaysia,
Thailand, China PR and Korea RP
Customs
Notification No. 14/8/2007-DGAD dated 17th February, 2009
endorsed the recommendation of the Director General
Anti-Dumping (DGAD) to impose anti dumping duty on Cathode Ray
Colour TV Picture Tubes exported from Malaysia, Thailand,
China PR and Korea RP.
A
manufacturer from korea RP, Meridian Solar and Display Company
Ltd has sought review of the Anti Dumping duty. DGAD has
issued a new shipper review Notification No. 15/10/2009-DGAD
dated 13th November 2009. Customs Notification No. 144/2009
dated 23rd December 2009 concurs with DGAD that exports from
Meridian Solar Display Company Ltd, Korea RP will be subject
to “provisional assessment” till the completion of the review.

Government to start 3G auction on February 25
The
government has decided to go ahead with the auction of three
slots of third generation (3G) spectrum for all 22 telecom
circles on February 25. It will be completed by March 3-5.
The
announcement comes within a few days of Finance Minister Mr.
Pranab Mukherjee directing Communications Minister Mr.
Andimuthu Raja to complete the by February-end for the revenue
collected from it to get reflected in the Budget for 2009-10.
The government had fixed a target of Rs. 30,000 crore from the
auction and had budgeted for the current financial year to
bridge the fiscal deficit.

Commerce Ministry has final say on SEZ tax search nod
The Commerce
department has clarified through a notification that it was
the ultimate authority in respect of all enforcement issues
relating to special economic zones (SEZs), as it seeks to put
an end to the confusion over whether tax authorities were free
to carry out searches and seizures for unearthing illegal
transactions in these zones.
While the
move will ensure that the single-window concept for addressing
all issues pertaining to SEZs does not get diluted, it is
likely to go down well with the finance ministry, which has
been asking for a free hand in carrying out investigations
within SEZs on suspected revenue offences.

Government to relax
FDI Norms
The Government of
India proposes to ease the norms for foreign direct investment
(FDI) approval.
At present,
projects worth more than Rs. 600 crore require the final
approval of the Cabinet Committee on Economic Affairs (CCEA).
The Department of Industrial Policy and Promotion (DIPP) has
proposed that this ceiling be raised to anywhere between Rs.
1,000 crore and Rs. 1,500 crore.
The new
norms are likely to be notified after the introduction of a
consolidated FDI policy framework on April 1 this year.

2G Spectrum
charges may be raised
The Telecom
Commission has proposed a raise in charges of 2G spectrum for
both GSM and CDMA operations. The charges would be raised from
2 per cent of the annual gross revenue (AGR) to 3 per cent of
AGR for up to 4.4 MHz of GSM spectrum and up to 5 MHz of CDMA
spectrum.

3G Auction
Money to up Budget 2009-10
Finance Minister
Mr. Pranab Mukherjee has asked Communications Minister Mr.
Andimuthu Raja to complete the auction of the third generation
(3G) spectrum within the agreed deadline (February 15), so
that the revenue from it can be reflected in the Union Budget
for 2009-10. Mr. Mukherjee had earmarked Rs. 30,000 crore as
revenue from 3g auction, which has already been delayed by a
year, in the budget.
The Finance
Minister, who is the chairperson of the Empowered Group of
Ministers (EGoM) on 3G has also said that the Department of
Telecommunications (DoT) can auction slots simultaneously,
ranging from three to four (includes the slots allotted to
BSNL/MTNL), depending on their availability in various
circles. It is expected to be over by February 12.
Confirming the
development, a senior government official said, “Raja has been
informed by the finance minister not to delay further the
auction to ensure that the government can include the revenue
earned in this financial year.”

Common
dispute resolution scheme for GST
The centre has
suggested setting up a common dispute resolution scheme for
settlement of cases in the proposed goods and services tax (GST).
It is also suggesting sharing of service centres between the
centre and states , besides common registration facilities for
traders.
“It is
proposed to prescribe a common registration form, common
registration number, common return format, common service
centres for acceptance of registration applications and return
for Central GST and State GST”, Mr. Sushil Solanki,
commissioner, central excise said at a seminar on GST
regulations at the American Chamber of Commerce recently.
A common
dispute resolution mechanism is being examined by the
government for GST, he said, and asked for the industry’s
views on some vexed areas in GST implementation.

Pitroda favours all forms of technology for education
Sam Pitroda,
advisor to the Prime Minister on public information,
infrastructure and innovations, has strongly advocated use of
all forms technology to impart education in a vast country
like India.
“This is the age
of information. This is the age of online libraries. So there
has to be mobility” Pitroda said while delivering the third
Ravenshaw University
Development Trust lecture in Cuttack recently. Pitroda, who
is also the chairman of National Knowledge Commission, said
all layers of technology should be used for dissemination of
information and education. “as information and communication
technology changes, the available tools and applications also
change. So we need to harness these tools and look for new
models of learning as well.”

The
3G Conundrum
An auction of 3G
licences in India has led to considerable debate in local and
international media and is expected to close this fiscal year.
This would certainly be a welcome development, given that 3G
has the potential to not only make a significant impact on the
way we live our lives, but also create sizeable employment
opportunities.
While 3G
auctions were first proposed for January 2009, the controversy
over 2G spectrum pricing (where many believed that the
spectrum was under-priced) and the reluctance of defence
forces to relinquish their usage of 3G airwaves (without a
committed time frame for alternate infrastructure) had led to
a significant delay in the 3G auction process.

Kerala top Indian State in
broadband speed
Kerala, known for
its high literacy rates, has also topped the list of States
with high-speed internet connection facilities. From its
third position which it held in the trailing quarter of 2009,
Kerala – with an average speed of 1,386 Kbps – has pushed down
Haryana (the second quarter’s topper) to the second spot (with
1,105 Kbps) and Karnataka to the third position (1,041 Kbps).
This was revealed in the ‘State of the Internet’ report
released by Akamai Technologies for the Quarter Oct-Dec,
2009. Many States maintained average speeds above 768 Kbps.
However, while internet speed in the country continues to
grow, India’s global rank for average connection speeds stands
only at 97 (of 226 countries) at 895 Kbps. Globally, the
average connection speed increased 18% to 1.7 Mbps – a level
consistent with the April-June quarter of 2009.

HP biggest chip buyer in 2009; Top OEMs accounted one-third of
semiconductor vendors' worldwide chip revenue in 2009

Worldwide
semiconductor device revenue reached $226 billion in 2009,
down 11.4 percent from 2008, according to preliminary
estimates by Gartner, Inc. Even in severe market conditions,
electronic equipment and design manufacturers remained at the
center of the semiconductor world, accounting for $77.3
billion of semiconductors on a design total available market
basis in 2009. HP remained the leading OEM worldwide for
semiconductor consumption in 2009. It succeeded in gaining
market share in all the PC market segments such as desktop
PCs, mobile PCs and mini-notebook PCs. HP also maintained a
strong position in printer, server and storage markets, though
the total market size of servers and storage shrunk sharply in
2009. Samsung accounted for the second-largest demand for
semiconductors in 2009, while Nokia ranked third, after losing
business worldwide, especially in the U.S. Apple and Acer
were the only electronic equipment manufacturers among the top
10 companies to increase their semiconductor demand in 2009.
Apple grew against the background of the demand trend shifting
from hardware-oriented to service-oriented markets to become
one of the most successful market players and one of the most
attractive customers for chip vendors in PC, mobile handset
and consumer markets, in terms of growth potential. Acer
succeeded not just in increasing its shipments of
mini-notebook PCs, but also in gaining market share in the
desktop PC and mobile PC markets. Gartner analysts said
consumer demand is shifting from high performance to
portability and affordability, and this trend accelerated
Acer's growth in 2009. As a result, Acer increased its
semiconductor demand and was ranked ninth in 2009, up from
11th in 2008. Gartner's preliminary results reveal that
semiconductor demand for PCs has shown a firm recovery, as
mini-notebook PCs have sold well not just in emerging
countries, but also in developed countries. DRAM pricing also
stabilized in the latter half of 2009, and the new operating
system (OS), Windows 7, also drove market demand. However,
semiconductor demand for mobile handsets saw large declines,
especially for enhanced phones, while the demand for
smartphones grew. The semiconductor demand for smartphones,
which had accounted for 19.8 percent of the demand for total
mobile handsets in 2008, grew to 28.6 percent in 2009.

Top 25 fabless IC
suppliers
IC Insights has
released its top 25 fabless IC suppliers for 2009. Chip
supplier Qualcomm remained its top position, followed by AMD
and Broadcom. There are nine fabless IC suppliers that had
sales of $1.0 billion or more. 17 are located in the U.S.
There are six Taiwanese (MediaTek, Novatek, Himax, Realtek,
Mstar and Ricktek), one Japanese (MegaChips), and one European
(CSR) on the list. IC Insights expects an increasing number
of Taiwan- and China-headquartered companies to enter the list
in the future. The numbers are for IC sales only and do not
include optoelectronic, sensor, or discrete semiconductor
revenues, states IC Insights in their Research Bulletin.

Lenovo to
shut down its HP plant at Baddi

PC maker Lenovo
will shut down its Baddi plant with a view to rationalize its
operations in the country. The plant, set up in 2007, has
production capacity of about a million unit and employed about
20 people. According to the company’s Indian MD Amar Babu,
with demand slowing down, it was decided that it is best to
shut the operations at Baddi unit and build capacity at its
unit in Puducherry.

APAC PC Market Set to
Grow
The PC
market in the Asia Pacific (excluding Japan) region fell 3%
quarter-on-quarter, but rose to a 32% growth from last year’s
data, exceeding forecasts by at least 4%. This growth,
according to IDC, is fueled by the vast popularity of portable
PCs, with Lenovo remaining at the top of the helm. "It’s
reassuring to see the market getting up on its feet so
quickly, although that was of course being compared to a
dismal 4Q08 period during the global financial crisis," said
Bryan Ma, Director of Asia/Pacific Personal Systems Research
at IDC. "An insatiable consumer thirst for Portable PCs across
both mature and developing markets should continue to fuel
2010 while commercial budgets slowly recover throughout the
course of the year." In full year 2009, the region’s PC market
grew 14%, which was up from 9% in 2008 but still short of the
22% achieved in 2007. Lenovo was yet again the top vendor on
an annual basis, followed by HP, Dell, Acer and ASUS. Even
though recently resurfaced concerns about economic overheating
in China is a risk to the overall market, IDC expects at least
16% growth for the region in 2010 followed by 18% in 2011.
"The Singapore PC market came in close to forecasts of 17%
year-on-year this quarter," said Reuben Tan, Senior Manager of
Asia/Pacific Personal Systems Research at IDC. “At this pace,
the country is on track for over 10% growth in 2010 after a
more tepid 6% in 2009.”

Google denies leaving China, seeks negotiations

Google Inc
enters a second week of high stakes brinkmanship with China’s
government, amid speculation the firm has decided to pull out
of the world’s biggest internet market over cyber spying
concerns.
Google the
world’s most popular search engine had earlier said week it
was thinking about quitting China after suffering a
sophisticated cyber-attack on its network that resulted in
theft of its intellectual property.
The company
said it is no longer willing to filter content on its Chinese
language google.cn engine, and will try to negotiate a legal
unfiltered search engine, or exit the market.

Laptop screens to
go transparent

Consumer
electronics manufacturer Samsung is working on a line of
transparent touch screen, Active Matrix Organic Light Emitting
Diode (Amoled) displays that let you work on a
semi-transparent surface. Samsung has decided to leap straight
into the future with a 14-inch notebook prototype that sports
the Amoled screen. When the device is off, the panel is up to
40 per cent transparent. The screen casing is made of
transparent plastic, making the experience seamless. Sony has
also shown interest in transparent screens. It recently
released its monochrome- screened Xperia Pureness smart phone
in Europe.

Telephone subscriber base expands, Telcos add 19.1 m new users
in Dec ‘09

The total number
of telephone subscribers (fixed as well as mobile) in the
country reached 562.1 million in December 20090 registering a
growth of 3.50% compared to November. According to TRAUI
figures released on 27th Jan 2010, mobile subscriber base in
December touched 525.15 million, up 3.78%, against 506.4
million in November. The wire-line declined to 37.06 million
in December against 37.16 million in November, 2009. Mobile
service providers added a record 19.10 million users in
December, higher than 17.6 million in Nov 2009. This is also
the highest monthly growth recorded by any telecom market
every globally. Tata Teleservices led the December additions
with over 3 million new users, while Bharti Airtel added 2.85
million subscribers. However, Bharti Airtel is still the
largest operator in the country with over 118 subscribers on
its network, while Tata Teleservices hs about 57 million users
on both CDMA and GSM platforms.

LG sees
profit again on high-value sales

LG
Electronics Inc, the world’s 3rd largest mobile-phone maker,
posted a profit for third consecutive quarter as higher sales
of more expensive products boosted its annual earnings almost
four-fold. Fourth quarter net income was 297.2 billion won
($256 million), compared with a record loss of 671.3 billon
won a year earlier, according to figures derived from
full-year resulted reported on 26th Jan. LG, also the world’s
second largest maker of LCD televisions, posted record
shipments of handsets and flat-panel sets in the third quarter
and expects to boost sales of both products this year. The
company faces the challenge of catching up with smartphone
makers such as Apple Inc and Research In Motion Ltd in the
industry’s fastest-growing segment after falling behind in
introducing new models.

Tata
Teleservices launches new plan
Mobile operator
Tata Teleservices has launched a new call call plan that would
charge Re.1 for a 5-minute local call and Rs.2 for
long-distance calls of same duration for its CDMA users. The
move is expected to further intensify competition for market
share in the world’s fastest-growing wireless market and other
players could follow suit with similar or a variant plan.
According to Tata Teleservices, if users speak for less than a
minute, then charges applicable are just 25 paise for both
local and STD calls.

Telecom parts gets more cumbersome, Government tightens
security provisions
The Government has
decided to tighten security provisions for all imported
telecommunication equipment following fresh intelligence
inputs over possible misuse for anti-national activities, but
this could lead to delays in equipment procurement. The
measures under consideration include reducing the validity
period of security clearance given to telecom service
providers for import of equipment from two years to six
months, according to some senior officials of government.
Besides,
major vendors such as Ericsson, NSN, Huawei, ALU, ZTE,
Motorola, CISCO, Jupitor, Tekelec and Comverse will not have
any general security clearance.
Security
clearance to specific equipment for import by a particular
telecom operator would not necessarily mean automatic approval
for others for that particular item.
Importers
will be required to take security clearance for vendors each
time an order is placed with a foreign manufacturer. The
telecom ministry’s proposal is based on inputs given by
intelligence agencies and the home ministry.

Nokia launches free navigation service to take on Google
Be
it on a foggy Delhi road or a crowded Mumbai street, close to
25 million Nokia smartphone users in the country will no
longer be lost with the largest handset maker its navigation
service free for all its smartphone customers around the
world.
In a move
aimed at stemming the slide in its global smartphone market
share, Nokia which makes roughly four out of every 10 phones
sold worldwide, has decided to let anyone with a Nokia
smartphone downloaded its GPS-based service, maps as well as
various city guides for free from its Ovi store starting
Thursday.
The move is
seen as a response to Google, which last year started giving
away its own mapping software on phones using its Android
operating system such as Motorola’s Droid model smartphones in
north America. It will help Nokia complete better with RIM’s
BlackBerry, Apple’s iPhone and handsets using Android platform
and comes as a blow to specialized satellite navigation device
makers.

BSNL tender for dedicated network for Armed Forces

BSNL has floated a
tender for building exclusive optical fibre cable network for
the armed forces in lieu of their vacating radio waves which
would be auctioned to mobile services operators for offering
3G services.
The tender, which
was in the offing for a long time now, will set in motion the
process to vacate spectrum by defence.
Citing
security reasons, the defence ministry has been reluctant to
release the spectrum in its possession unless a dedicated
optical fibre alternate network is laid.
The Armed
Forces, which occupy a bulk of the 3G airwaves, will move
their communication requirements to the new network, thus
freeing up airwaves for commercial telephony.

Samsung to
introduce 3D TVs by June

Samsung India is
planning to introduce 3D (three dimensional)-enabled flat
screen televisions in the country, besides increasing its LED
display range. According to a statement by Samsung Southeast
Asia President & Chief Executive Jung Soo Shin, the domestic
arm of the South Korean consumer electronics major will
introduce 3D models of LCD, LED and plasma television sets in
the overseas markets by March-end, and will launch them in the
Indian market by June 2010.

Consumer electronics cos post double-digit growth in Jan-Nov
’09
The durables
industry has firmly put the slowdown behind it after buoyant
demand from first-time buyers in semi-irban markets and
affluent customers in the premium category lifted companies to
a double-digit volume growth in January-November, 2009.
According to data from market research agency ORG-GFK, the
consumer electronics industry, in particular, benefited from
robust demand for high-value goods such as LCD televisions,
split ACs and frost-free refrigerators, which helped it
overcome the crushing second half of 2008 and sluggish first
quarter of 2009. Tbhe LCD television category grew 93% to 10
lakh units during Jan-Nov, washing machines sales grew 14% to
24 lakh units and refrigerators surged 16.4% to 50 lakh units
from a year ago. Through around 70% sales continued to be
driven by large cities, consumption soared in the rural and
semi-urban markets as public sector employees there were
hardly affected by the slowdown.

Consumer electronics majors plan price hike up to 5%
Consumer
electronics makers such as LG, Godrej & Boyce, Videocon and
Whirlpool are eyeing a fresh round of up to 5% price hike in
refrigerators, washing machines, air conditioners and flat
panel displays by March to make up for increasing input costs
and tax out-go. “Our bottom line has taken a hit by 7-8% this
year because we have been absorbing the input costs for quite

Godrej &
Boyce will hike price if the pressure on margins increases.
“There is pressure on margins by 3% but if it goes beyond we
will increase our prices,” says the company’s Vice President,
Sales & Marketing.
The Rs.
30,000-crore consumer durable industry, which had been
increasing prices regularly till the Diwali season, is hit by
the continuing rise in prices of raw materials such as steel,
plastic and copper.
The prices
of flat steel products, primarily used by the durable
manufacturers and auto companies, for example, has gone up to
rs. 2,000 a tonne this month, almost 8% higher than a year
ago. Prices of other key components like copper and plastics
too have gone up by 10% during the period.

Sony India introduce
CD cameras

Sony says it plan
to double sales volume of its compact digital camera to
800,000 units in 2010-11, besides looking at introducing 3-D
cameras in India this financial year. “Digital compact camera
has been our focus in India. We will continue to do so. By the
end of next year, we plan to sell around 800,000 units”, says
Sony India Managing Director Mr. Masaru Tamagawa.

3D coming to a TV near
you
3D is clearly the
next big thing and theatres will not be the only place to
experience this visual magic. A new range of 3D TV, expected
to be paper-thin in design, promises to come with a touch
screen remote. One can flip through the channels on the
remote, while your 3D movie plays on the big screen. Sony
announced the launch of its 3D TV series, the Bravia LX900.
These would have frame sequential display, active-shutter
glasses and high frame-rate technology to produce high
definition 3D images. Samsung, LG and Panasonic too, showed 3D
display prototypes ranging from 22 to 60 inches.

its Center for Knowledge Management (CKM) on 21st June, 2008.

New Edition of ELCINA Directory of Indian Electronics Industry
for 2010 to be released during February, 2010
ELCINA is
presently compiling data for bringing out a new edition
(23rd) of ELCINA DIRECTORY OF INDIAN ELECTRONICS INDUSTRY
for 2010 and the same will be released during February, 2010.
Through circular dated 4th November, 2009 and subsequent
reminders, all Members have been requested to provide updated
Company Data (in the prescribed form) and to extend
Advertisement Support. While some members have already
furnished the data, others are once again advised to do the
same urgently, so that ELCINA can include the updated
data/information in the new Directory.
Like our past
editions, the forthcoming Directory will include the usual
updates and a host of additional improved features covering
business environment, statistical industry scan, company
databases plus various projections. This handy compendium with
its easy-to-read format, we hope, will continue to attract the
attention of a growing number of users (within India and
abroad).
Apart from
electronics industry, the users of this Directory range from
