GST may
not keep date with April next year
The Centre may delay the rollout
of the unified goods and services tax (GST) by at least a
year, with many State governments raising reservations about
the feasibility of the April 01, 2010 deadline. It is
contemplating a new road map for rolling out GST, which is
aimed at unifying the fragmented Indian market by getting rid
of multiple state-specific levies and differences in tax
rates. The Centre will take a final decision on having new
timelines in consultation with the empowered committee of
State Finance Ministers.

Import of mobiles without IMEI banned
In a significant development,
through a notification issued by DGFT, India has banned the
import of mobile handsets without IMEI (International Mobile
Equipment Identity), a unique identification number. Mobile
phones without IMEI are considered a security threat as it is
difficult to track handsets without this number. This concern
was raised after terrorist attacks like the one in Mumbai in
November last year. The Department of Telecommunications had
earlier asked telecom operators to disconnect services to such
handset but they were reluctant to do so. IMEI is a 15-digit
code which appears on the operator’s network whenever a call
is made. There are about 25 million Chinese handsets that are
being used in the country.

General Budget on July 06, 2009

The Budget Session of Parliament
will start on July 02 with the tabling of Economic Survey. The
Railway Budget will be presented on July 03 and the General
Budget for 2009-10 will be presented to the Lok Sabha on July
06, 2009. The schedule for the Budget session was decided at a
meeting of the Union Cabinet on Monday.

Finance Ministry mulls re-entry of
investment allowance
An intense debate is taking
place within the Finance Ministry over a proposal to
reintroduce investment allowance for companies implementing
new projects or creating productive assets to expand their
businesses. Within the ministry, there are strong views
against and in favour of the proposal. But the fact that the
ministry has informally sought clarifications from industry on
the matter is a sign that the proposal is under consideration.
Investment allowance for expenditure incurred by industry on
plant and machinery stood withdrawn with effect from April
1990. Till then Indian companies could claim a deducation of
an amount equal to 20% of the cost of plant and machinery
installed or put to use while computing their profits from
business,

Samtel Display breaks
Japanese monopoly in avionics products
Breaking the Japanese monopoly in
the World for Electronic Flight Instrument System (EFIS),
Samtel Display Systems (SDS), a key Indian player in
high-technology products for commercial and
military avionics
applications, is replacing Sony as the single source in the
world. The company would be inking a deal with the US based
electronics major, Honeywell for manufacturing EFIS in India.
According to the Executive Director of Samtel Display, Mr.
Puneet Kaura, the company is developing an EFIS with
Honeywell, for its Bendix/King family of avionics. Although
Japanese major Sony is currently its sole manufacturing,
Samtel will replace Sony as the single source in the world for
EFIS. This will also be the first time that the EFIS will be
manufactured in India. The EFIS40 CRT (cathode ray tube) will
be developed at Samtel’s AS9100 certified production
facilities in India and is compatible with a wide range of
avionics systems and also meets the FAA HRF requirements.
EFIS40, with a 4”x4” screen is a compact, high performance
system developed specifically for aircraft accommodating
4-inch instruments. It is designed with analog and digital
interfaces, and shows bright clear displays in easy-to-view
formats. As the Indian aerospace industry embarks on an
intensive modernization campaign, Samtel Display is ready to
provide perfect solutions and partnerships for all avionics
requirements. Poised to become the offset partner for all
avionic display system integrators around the world as it
capitalizes on its strong experience spanning decades, tested
relationships with its joint venture partners, the company is
now in a JV with HAL for the development of multifunctional
display systems for fighter aircraft such as the Sukhoi
(ASu-30 MKI) and the Tejas Light Combat Aircraft (LCA). Samtel
is also working in close association with DRDO for developing
an LCD-based head-down display for the Indian Air Force’s
frontline Sukhoi Su-30 MKI combat jets.

India to be fastest-growing
economy in 2010; WB
The World Bank has
projected an 8% growth for India 2010, which will make it the
fastest-growing economy trailed by China with a 7.7% growth.
The multilateral tender has revised upwards the growth rate
for the Indian economy this year to 5.1% from an earlier
projection of 4%. The prospects for the global economy remain
‘unusually uncertain’ despite recent signs of improvement in
some parts of the world, the report points out.

Moser Baer arm ties up IFC loan for TN
project

SAPPHIRE Industrial
Infrastructure Pvt Ltd (SIIPL), a wholly-owned subsidiary of
Moser Baer Clean Energy Ltd (MBCEL) has tied up a $4-million
(close to Rs.20 crore) International Finance Credit (IFC)
credit line for its proposed 5-mw solar photovoltaic (PV)
power at Sivaganga, Tamil Nadu. MBCEL, engaged in solar farm
development, is in the process of building solar photovoltaic
(SPV) installations of 5 mw each across India through SIIPL.
SIIPL bagged the tender from Tamil Nadu Energy Development
Agency (TEDA) for the Sivaganga project under a programme by
the Union Ministry of new and renewable energy.

GDP to grow by 6.6% this fiscal, says
CMIE
CMIE (Centre for Monitoring
Indian Economy), in its monthly review of June/09, has
reported that despite falling exports, the economy would grow
by 6.6% this fiscal on the back of a strong domestic market
and resilience. However, the economy is likely to bounce back
to the 9% growth path by 2010-11 when the impact of poor
exports demand is overcome. Growth during 2009-10 will be a
combination of two very divergent stories. The divergence
relate to the resilience and handsome growth of domestic
markets and to the falling international demand that is
adversely affecting India’s exports, trade, transport and
export oriented industries.

Notebook PC market may grow 25% during
May-July

After nearly seven months of
bleak sales, the notebook PC market is alive & kicking. The
country’s leading PC vendors like HP, Dell, Lenovo and Acer
claim that the market is gradually bouncing back with
month-on-month sales picking up from May onwards. The industry
is optimistic that notebook sales will grow 20-25% during
May-July, 2009. While bulk of the demand is coming from the
education sector due to the admission season, the vendors
claim even overall consumer sentiments are improving. The PC
vendors are revitalizing their business strategy and
refreshing their notebook portfolio in India. According to
IDC, the Indian notebook market grew by 3% in the Jan-March
2009 quarter as compared to the Oct-Dec 2008 period. On a
year-on-year basis, notebook sales saw a de-growth by 21% in
the same period. In comparison, notebook sales in the
pre-slowdown days was growing at 25-30% in India.

India’s PC market to witness
flat growth in 2009 : Gartner survey
Gartner’s recent survey
predicts that the Indian PC market will be flat in 2009,
witnessing a decline of 0.8% from 2008, which is an upward
revision from its earlier projection made in Feb/09 of 3.7%
decline. According to sources, Indian PC market shipments was
flat in CY 2008 at 7.98 million units. Gartner predicts that
worldwide PC shipment is likely to reach 274 million units in
2009, a 6% decline from 2008 shipments of 292 million. The
rate of decline in PC sales globally has been slowed due to
popularity of mini-notebooks. It now expects the PC market to
post positive growth in the fourth quarter of 2009, setting
the stage for a healthy market recovery in 2010 with units
forecast to grow 10.3%. Mobile-PC shipments are set to reach
149 million units in 2009, a 4.1% increase from 2008, but
spending on mobile PCs is expected to decline 12.8% as average
selling prices continue to drop. Impact of Windows 7’s release
in October on the PC market is likely to be very modest.

LG to introduce flatscreen monitors to
function as Virtual PC

LG Electronics is introducing
flatscreen monitors that can function as virtual computers.
The new LCD monitors will incorporate NComputing’s
virtualization products that enable upto 11 people to share
single PC. NComputing technology enables a single PC or server
to be virtualized so that many users can tap the unused
capacity and share it as if each person had their own
computer. Each person has his own kenboard, monitor mouse,
and personal files, but can share common applications and
settings stored on the single PC. With the sub-$200 computing
solution, LG and NComputing expect the new monitors to
significantly cut ownership and maintenance costs.

IT growth rate could slow; IDC
According to a report
released by market intelligence firm IDC, the IT and IT
enabled services (ITeS) industry in India is expected to grow
10.8% to touch Rs.309,573 crore ($64 billion) in 2009. the
slowest in the last five years. The domestic market is
estimated to grow at 10.2% to touch Rs.109,406 crore, while
exports will likely grow at 11.2% to cross Rs.200,000 crore.
India’s IT sector expanded 14.4% in 2008 to cross Rs.279,000
crore. The industry is expected to reach Rs.539,479 crore
($110 billion) in 2013. Though there are certain signs of a
revival happening in the domestic arena, the spending may not
begin to increase just yet. IT spending behaviour would remain
conservative throughout 2009 due to uncertainty in the
economic environment. The hardware market will remain under
pressure throughout the year, while the software and IT
services markets will also be affected, though to a
comparatively lesser extent.

Dell launches precision workstations

Dell on 17th June/09 launched in
India its next-generation precision workstation product range,
based on the recently-launched Intel Xeon 5500 “Neehalem”. The
new systems – T7500, T5500 and T3500 – are purpose-engineered

biosciences, exploration, economic modeling and risk analyst.

Domestic BPO biz to touch $6 bn in
revenues by 2012
According to a new Ernst
and Young (E&Y) study, the domestic Business Process
Outsourcing (BPO) market, with a growth rate of 50% over five
years, grew faster than the exports market to reach nearly
$1.6 billion revenues in the financial year 2008. Though it
is smaller than the $11-billion BPO exports market, it is
expected to reach $6 billion by 2012.

Cell nos. to begin with 8 now
The scorching pace of growth of
India’s mobile phone use is clear from the fact that the
Department of Telecommunications has exhausted cell phone
numbers beginning with 9. Soon, mobile phone companies are
expected to issue cell phone numbers beginning with 8.
Moreover, the 95 sub-level of telephone numbers, earlier
reserved for trunk calls or STD dialing within a telecom
circle, has now begun to be allotted to cellular operators.
DOT had issued orders to telecom companies to vacate the 95
level from landline use. The impact of this move is that 10
crore new numbers come into play, around of half of which are
expected to be allotted to companies. DoT will keep the
balance as spare capacity. The country’s cellular subscriber
base has been growing substantially over the last couple of
years, which led to the exhaustion of the existing sub-levels
of 9. According to TRAI, India had 415 million mobile
subscribers at the end of May 2009 compared to 277 million a
year ago. Expecting a similar growth over the next few years,
DoT is considering an 11-digit numbering system from next
year.

Indian mobile services market to touch
$30bn

According to Gartner, Inc., the
total mobile services revenue in India is projected to grow at
a compound annual growth rate (CAGR) of 12.5 per cent from
2009 to 2013 to exceed Rs.1.47 lakh crore (US$30 billion). The
India mobile subscriber base is set to exceed 77.1 crore
connections by 2013, growing at a CAGR of 14.3 per cent in the
same period from 45.2 crore in 2009. This growth is poised to
continue through the forecast period, and India is expected to
remain the world's second largest wireless market after China
in terms of mobile connections. "The Indian mobile industry
has now moved out of its hyper growth mode, but it will
continue to grow at double-digit rates for next three years as
operators focus on rural parts of the country," said
Madhusudan Gupta, senior research analyst at Gartner. "Growth
will also be triggered by increased adoption of value-added
services, which are relevant to both rural and urban
markets." Mobile market penetration is projected to increase
from 38.7 per cent in 2009 to 63. 5 per cent in 2013. Gartner
said this growth is primarily attributed to the operators
increasing their focus on the rural market, local consumer
durable and electronic companies entering the domestic mobile
handset segment, and lower handset prices. The Indian mobile
connection market continues to be dominated by prepaid
subscribers. Prepaid connections accounted for more than 93
per cent of all mobile connections in 2008 and it is expected
to grow to more than 96 per cent of the connection base by
2013, surpassing 74.1 crore versus 31.2 crore in 2008. The
postpaid subscriber base will exceed 2.9 crore subscribers by
2013, grow at 2.5 per cent from 2.3 crore in 2008. The churn
rate in India is 53.2 per cent in 2009, and despite a maturing
market, the ratio is expected to increase to 59.6 per cent in
2013. Revenue from data services will significantly contribute
to the overall growth of mobile services in India, with a CAGR
of 16.8 per cent from 2009 to 2013. Prepaid subscribers are
expected to adopt data services faster than the post-paid
segment. The bulk of revenue will continue to come from voice
services. However, with the increased growth in data services,
the percentage of revenue coming from voice will reduce from
89 per cent in 2008 to 86 per cent in 2013. Gartner predicts
a significant drop in average revenue per user (ARPU) as the
bulk of new subscribers will come from rural areas that are
dominated by prepaid subscribers. Also, voice tariffs will
decline substantially in 2009 as new operators join the
market. Growth will be triggered by increased adoption of
value-added services, which are relevant to both rural and
urban markets. However, the bulk of new connections will come
from data cards and multi-SIM use. Voice usage will increase
steadily, but data usage will grow more strongly with the
increased consumption of value-added services.

operator, Bharat Sanchar Nigam Ltd (BSNL) is looking at Africa
in order to expand its global foot print. After African
telecom major MTN enticed Indian telecom operators like Bharti
Airtel and Reliance Communications, BSNL is also looking at
the continent to acquire new licences and partners.

Telecom sector adds 11.44 mn subscribers
in May/09
As per latest data of TRAI,
the Indian telecom sector has added 11.44 million connections
(both wired and wireless) in May, 2009, which is a decline
from the number added in April (11.75 million). The overall
growth figure of 11.59 million in wireless segment was pulled
down by a reduction of 0.15 million in the wireline segment.
The overall tele-density, calculated on the basis of the
number of people using phones for a population of 100, rose to
38.88 from 37.94 recorded in April. The subscriber addition
increased the total number of telephone connections in the
country to 452.91 million at the end of May/09, in comparison
with 441.47 million in April/09.

770m cell users in India by
2013
According to global analyst firm
Gartner, continuing its growth trajectory, the Indian telecom
sector is expected to generate revenues of over $30 billion
(770-million) by 2013. India has over 450 million telecom
users at present. The Indian mobile industry has now moved
out of its hyper growth mode, but it will continue to grow at
double-digit rates for the next three years as operators focus
on rural parts of the country. As per Gartner, India’s
telecom market is unlikely to surpass China as the largest
telecom market by 2013 and would retain its position as the
second-largest market in the world. The mobile penetration in
the country is also expected to reach 63.5% by 2013, up from
38.7% at present.

Revenue, not user base, to ring
in telecom leader
Subscriber numbers are losing
their relevance as far as determining the industry position of
a telecom service provider is concerned. It will be revenues
and not subscriber numbers that could decide the pecking order
in the world’s fastest-growing telecom market. This is
reflected in the latest revenue figures released by TRAI.
Going by this, the top three operators in India are Bharti
Airtel, Vodafone Essar and BSNL. Airtel’s Adjusted gross
revenue (AGR) for Jan-March 2009 quarter was Rs.7,998 crore
(94 mil. Subscribers by March-end), Vodafone’s Rs.4456 crore
(68.8 m) and BSNL’s figure was Rs.3,943 crore (46.7 m), while
RCOM’s figure was Rs.2998 crore (72.6 m, GSM_CDMA), IDEA
Rs.2,389 crore (39 m), TTSL Rs.1889 crore (36 m), MTNL Rs.1072
crore (41.7 m) and Aircel Rs.721 crore (18.5 m subscribers).
AGR shows revenue capabilities of a telecom company. Operators
are targeting revenue growth instead of a larger user base.
With more and more low-end users signing up for services, it
is becoming difficult for operators to maintain margins and
improve average revenue per user per month. In such a
scenario, those who continue to grow revenues along with
subscriber base will be the clear winners.

Chennai unit top producer for
Nokia, India important for mobile makers
Nokia’s Chennai factory is
now the Finnish giant’s largest cellphone manufacturing
facility by volume in the world, edging past China. China has
two factories while Chennai has one. Nokia’s Chennai plant has
now gone past the larger of the two Chinese plants, which till
date was the company’s largest in the world. While the company
refuses to divulge the annual capacity at its Chennai factory,
according to a senior member of its global planning team, the
unit is now indeed its largest manufacturing facility
producing over 100 million phones every year, with women as
70% of the 8000-strong employees. Nokia operates nine
state-of-the-art mobile phone manufacturing units in India,
Finland, China, Korea, Mexico, Brazil, Romania and Hungary. At
present, Nokia ships GSM phones from Chennai factory to over
50 markets spanning South East Asia Pacific (including
Australia), India, the Middle East and Africa.
The world’s top cellphone
makers, under the ambit of the Indian Cellular Association,
are targeting a national production volume of 250 million
mobile handsets by 2012. Several presentations have recently
been made to the Department of Telecommunications by the
Manufacturing Advisory Committee. The larger objective of
players such as Nokia, Samsung, Motorola and Spice is the
creation of an additional 1 lakh jobs during 2009-14 in
cellphone manufacturing, assembling, R&D and design sectors.
While Nokia churns out a dazzling mix of GSM phones in India,
the first camera phone to be manufactured at the Chennai works
was the Nokia 2630 and the first music phone was the Nokia
5130. The company does not manufacture CDMA phones in India as
yet.

BEE to assign labels to 21 products by
2012
The Bureau of Energy Efficiency (BEE) has proposed to establish
systems and procedures to measure, monitor and verify energy
efficiency results in individual sectors and make them
mandatory. About 21 consumer products will have to go through
mandatory labeling processes which also include passenger cards
as well by 2012. From 2010, manufacturers of ACs,
refrigerators, power distribution transformers and tubelights
must carry the star label for energy efficiency giving the
consumption details. With the new labeling norms in place, which
attribute to the energy efficiency, there is a proposal in the
government to reduce taxes as well. The government has a
proposal to collect 0,4,8 & 12% on the appliances which are
rated with 5,4,3 and 2 starts respectively. Tax rates will
decrease with the increase in the rating and it even could be
zero taxation for 5-star rated products. Manufacturing
companies would be slapped with a penalty if they do not comply
with the labeling norms. This was stated by Mr. Sandeep Garg,
Energy Economist, BEE, during an interaction with the media on
the sidelines of a seminar on Energy and Climate Change
organized by the European Union in Hyderabad recently.

Durable makers to invest
Rs.1,000 crore
Hopes of a healthy rise in demand
have spurred consumer durable firms such as LG (Rs.500 crore),
Samsung (Rs.100 crore), Whirlpool (Rs.300 crore) and Godrej &
Boycee (Rs.100 crore) to line up investments amounting to
about Rs.1,000 crore over the next few months for product
launches, R&D and for upgrading capacity at their existing
manufacturing plants. CEAMA estimates the size of the
industry at Rs.30,000 crore. However, the penetration level

and Whirlpool – have individually introduced a host of new
technology and star-rated products across washing machines,
refrigerators, televisions and ACs this year.

Samtel inks deal with Thales
Samtel Group has signed a
contract with French Defence Equipment maker, Thales, for the
development of full color display systems for the Airbus
320/340. The systems will be developed by the company at its
production units in India. According to Samtel Display System
Executive Director Puneet Kaura, leveraging the track record
and domain expertise in displays and in avionics products,
this product is testimony of the engineering and manufacturing
of Samtel.

organizing its next Executive Committee Meeting at 10.30 A.M.
in India Habitat Centre (IHC), New Delhi on 13th July, 2009.
The EC meeting will be followed by lunch and CEHA’s Post
Budget Interactive Session with government officials to
discuss the Union Budget Proposals for 2009-10, which will be
presented by the Finance Minister on 6th July/09. All members
of ELCINA have been invited to the CEHA’s Post Budget Session,

objective is to recognize and encourage the best players in

companies with manufacturing base / operations in India are

For each
entry, Nomination Form as well as details requested as per
Scheme of Awards have to be furnished. If a company is
applying for more than one award, separate applications have
to be made which have to be neatly bound with suitable cover,
plastic folder, etc.
Entries for each Award should
be submitted in quadruplicate (four copies) separately for
being handed over to the Award Committee which consists of an
independent panel comprising experts from technical
institutions, government and the industry.
In respect of Awards for “Quality”,
“Environment Management” and “Business Excellence”, there
could be a requirement for visits to the short-listed
companies as per details provided in the Scheme of Awards.
There will be only
one prize for each category/sub-category. However, the jury
may consider a 2nd prize for deserving companies as a special
recognition. A company, which has received the first prize
last year in any one of the categories, would not be eligible
to apply for the same category of Awards for this year.
It is mandatory
for the applicant companies to furnish Nomination Form along
with supporting documents. Entries received without the
Nomination Form & Entry Fee will be liable for
disqualification.

ELCINA participations in APO’s ‘Knowledge Management Study
Tour’ and ‘Multicountry Observational Study Mission on the
Management of Technology’ during April and June, 2009
The ELCINA
Secretary General, Mr. Rajoo Goel participated in the
‘Knowledge Management (KM) Study Tour’ sponsored by Asian
Productivity Organisation (APO) from 27th April to 1st May,
2009 in Germany. The visit was with the objective of studying
the concept of Knowledge Management and how this was being
used in Europe by large and small, profit as well as
non-profit organizations for enhancing competitiveness.
Mr. K.
Srinivasan, Additional Secretary of ELCINA, joined the
‘Multicountry Observational Study Mission on the Management of
Technology’ during June 22-26, 2009 at Tokyo, Japan. This
study was also sponsored by APO to observe the key concepts
and priorities in the Management of Technology (MOT) among
Japanese manufacturing companies, with the focus on maximizing
the cost-effectiveness of investments in technology
development; and to examine the applicability of advanced
Japanese technology management systems in other Asian
countries.
