WB government coming up with 2 electronic manufacturing clusters in the state

The government of West Bengal is coming up with two electronics manufacturing clusters (EMC) in Kalyani and Falta. These clusters will be ready within one year. According to the State Information Technology and Electronics (IT&E) Minister, the Government is putting a lot of stress on this sector as there is a huge employment potential, with the emergence of automated vehicle, robotics and Internet of Things (IoT) across the globe. To make this sector more opportunistic, the state is fully prepared to take a lead in this sector in the country.

Working towards this goal, a 107-acre hardware park is already complete in Sonarpur. It has plug-and-play infrastructure with uninterrupted power supply, round-the-clock potable filtered water and top-class drainage and water supply systems. Also, there are 12 existing IT parks across the State and the third floor in each of these parks is earmarked for electronics.

The IT Minister gave the above information while speaking at a knowledge-sharing workshop on ‘Embedded Technology’ at the Biswa Bangla Convention Centre on June 15.

Government boost to manufacturers eases import of used machinery

The government has made it easier to import used machinery, which will make manufacturing of mobile phones and equipment smoother for companies in India.  According to the latest notification by the Ministry of Environment, Forests and Climate Change (MoEF), used plant machinery having residual life of at least five years for manufacturing electronics and electrical items would not require explicit permission from the 'hazardous and other waste committee'.  Until now handset and other component assembly and manufacturing units would have to wait for the committee to meet every few months for permissions, but now companies just need to submit the necessary documents and import the machinery used for manufacturing electronics and electrical items, and not seek explicit permission.

Exide Industries forms JV with Leclanché to build li-ion batteries

With all the major cities in the world suffering from record-breaking pollution levels, there is an urgent need for radical new ways to power transport.  Countries all over the world are working to find alternative solutions to reduce harmful NOx emissions, which are damaging to human health and the environment. As part of the JV, Leclanché will provide access to its knowhow and intellectual property for lithium-ion cells, modules and battery management systems and Exide Industries will leverage its extensive sales network and brand. As a result of this unique combination, the JV is ideally positioned to be a leading provider of storage solutions for electric vehicles and energy storage applications in India and will also contribute to developing solutions to increase the amount of renewable energy that is used and reduce India’s dependence on fossil fuels.

The JV’s production plant will be based in Gujarat. Exide Industries, which is committed to setting up large-scale manufacturing of lithium-ion batteries, will be the majority shareholder and Leclanché will be the strategic minority shareholder of the JV. A module and battery pack assembly line is expected to be operational by Q2 2019 and a lithium-ion cell production plant is expected to be in operation by mid 2020. In the intervening period, cells will be sourced from Leclanché’s plant in Willstätt, Germany.

BYD to build largest vehicle-battery factory next year

The plant will have an annual capacity of 24 gigawatt-hours when it is fully in use in 2019, enough to equip 1.2 million BYD Tang electric cars, according to the manufacturer backed by Warren Buffett. BYD invested 10 billion yuan ($1.5 billion) in the factory, which will help meet the company’s plan to boost its battery-making capability almost fourfold by 2020. China’s biggest manufacturer of new-energy vehicles has differentiated itself from other carmakers with its self-sufficiency in battery supplies and strength in battery-production, starting with its roots as a maker of mobile-phone batteries. BYD is also expanding production to sell batteries to other automakers to broaden its income sources after posting profit declines in five of the past 10 years and plans to spin off the business. The new plant will cover 1 million square meters — the size of about 140 soccer fields. It will be a fully automated facility, with about 100 robots handling logistics and manufacturing.

Telecom Commission to urgently take up national telecom policy

Telecom Commission, the highest decision-making body in the Department of Telecommunications (DoT), is expected to meet early and take up the National Digital Communications Policy (NDCP), which charts the road map for development of the telecom and digital space. Sources said the meeting of the Telecom Commission will review the NDCP among other issues including some additions to the public Wi-Fi project by the DoT. The government released a draft of the national telecom policy on May 3, after which it was put in the public domain for feedback. After the policy is approved by the Telecom Commission, it will be placed before the Union Cabinet for approval. Following this, the government will table the NDCP before Parliament in the monsoon session, which is scheduled to commence from July 18. From providing a minimum download speed of 50 Mbps and enabling 10 Gbps connectivity to all gram panchayats to attracting $100-billion investment in digital communications by 2022, the DoT has envisaged a very ambitious road map under the NDCP. The policy spells the government’s strategic objectives as broadband for all, creating 4 million in digital communications and increasing the sector’s contribution in the GDP to 8% from around 6% last year, by 2022.

In its recommendations on the spectrum auction, submitted to DoT on 26 April, Trai had suggested that all spectrum be auctioned over the next three years. The regulator also suggested that operators with spectrum in the 900Mhz band that is cheaper to operate be asked to surrender it and be given airwaves in the 1,800Mhz band as replacement. “Vodafone estimates that apart from the write-off of existing investments, it will cost around Rs 10,000 crore to replace its 900MHz (megahertz) with an 1,800MHz network,” T.V. Ramachandran, resident director for regulatory affairs and government relations at Vodafone India, said in the letter to Sibal

Ramachandran said the increased expenditure will not only be on account of additional towers to ensure a certain standard of connectivity, but also on increased usage of diesel and other resources needed to operate the network. Vodafone’s letter also said the original licence agreement used the word “extension”, implying that there would be no change in the fundamental operating parameters. An arbitrary change in the fundamental structure of the licence agreement, based on which the telecom companies made huge investments, would give operators fewer incentives to continue to invest in the sector, the letter said.

Push-button vote

The Electronic Voting Machines (EVMs) are said to have been first used in 1982 for the North Paravur Assembly by-election in Kerala, and for a limited number of polling stations. This equipment was approved for wider use by the Election Commission of India in technical collaboration with Bharat Electronics Limited and Electronics Corporation of India in 1989. But EVMs made their universal debut in the 1999 parliamentary elections after extensive consultations with stakeholders and have since become an integral, even indispensable, part of India’s electoral system. Political parties across the spectrum have questioned the credibility and efficacy of EVMs. The general outcry reached its crescendo lately with a section of the political class demanding their replacement with the earlier system of paper ballots. While there are a large number of countries, including most of the developed ones which still use paper ballots for voting, India was one of the few countries which introduced EVMs to get over the multiple problems associated with the previous system of voting.

India-Vietnam Defense Relations in the Spotlight with Bilateral Visit  Image Credit

Last week, as expected, Indian defense minister Nirmala Sitharaman paid a four-day official visit to Vietnam. Although the visit was just one of a series of scheduled defense engagements by the two sides in 2018, it once again put the spotlight on growing security ties between the two Asian states. As I have noted before in these pages, Vietnam and India have been looking to advance their existing defense relationship as part of their wider ties, which were elevated to a comprehensive strategic partnership in 2016. Defense ties have grown in recent years to include not just the traditional components in this realm of ties like exchanges and port calls but also the training of personnel, capacity-building funding and equipment, coast guard collaboration, and pacts on areas such as white shipping and outer space.

E-Waste Management Can Redefine Urban Mining

There are currently 2.53 billion smartphone users in the world. Many of these electronic goods will get disposed quickly because first-time smartphone purchasers will upgrade to a new device within a year. This increase in technology being used and produced presents a huge challenge for mankind and the environment – managing electronic and electrical equipment (EEE) waste, or e-waste.  E-waste is the residue of EEE which reach the end of their life cycle either because they’re obsolete or users have upgraded to a better device. According to reports, India alone is predicted to touch 3 million tons of e-waste by the end of the year. One can only imagine how high the number is going to be worldwide.

The A-Z of e-waste management

Waste management, especially when it comes to plastic, has been given much attention over the years in the country. Plastics took centre stage in the country’s discourse on environmental conservation this World Environment Day. Still, somehow, the issue of e-waste, which is among the most dangerous kinds of waste — for it contains heavy metals and other toxic chemicals — remains insidious. Even today, when India is among the world’s largest consumer of mobile phones with 1.5 million tonnes of e-waste generated in 2015, most consumers are still unaware of how to dispose of their e-waste. Most Indians end up selling their e-waste to the informal sector, which poses severe threats to human (including children’s) lives, with its improper and highly hazardous methods of extracting the trace amounts of precious metal from it and handling e-waste for profit.

How India And Ratan Tata Helped Xiaomi Set Up Biggest IPO Since Alibaba

Ratan Tata acquired a tiny stake in Xiaomi Corp. in April 2015 as the smartphone maker, once called Apple of China, was trying to regain ground it had ceded to compatriot brands like Oppo, Vivo and Huawei. Its billionaire co-founder Lei Jun, having launched the first phone in India about a year earlier, was also building operations in Asia’s third-largest economy. Both bets paid off. Xiaomi is now the country’s biggest smartphone maker, and No. 4 globally after Samsung Electronics Co., Apple Inc. and Huawei. India is its biggest market outside China, driving international sales that contribute more than a quarter of its revenue. India’s biggest role in reviving the fortunes of Xiaomi is that it provided the much-needed momentum, Tarun Pathak, associate director at Counterpoint Research, told BloombergQuint over the phone. “In 2015-16 when the market slipped for Xiaomi, it was India which started gaining business because of Redmi 3 and then its momentum was carried by Redmi 4, which in turn helped the company to regain confidence to venture into new countries.”

Aircel, RCom yet to clear dues, allege distributors

Distributors of Aircel and Reliance Communications NSE 0.33 % (Rcom) have alleged that most of their payments have not come in and whatever settlement amount has been made is a fraction of the dues that the debt-laden telcos owe them. While bankrupt Aircel has offered its distributors less than 10% of their dues, prompting some of them to refuse any settlement amount, the Anil Ambani-owned telco has asked its lot to wait for another couple of weeks for the payments to come in, said the distributors. An Aircel official, who did not want to be named, has said that the settlement amount given to distributors was indeed the final one.  Adnan Khan, an Aircel distributor with both Mumbai and Maharashtra circles, refused to accept the paltry Rs 4000 that was offered to him on grounds that the telco owed him Rs 11 lakh from his three agencies.

Agro-centric mini-grids and solar trolleys could transform Indian farming

A group of private companies is pioneering a new approach to powering the agricultural industry in rural India that could significantly increase productivity of small-holder farmers, by combining mobile and stationary solar-powered mini-grids and linking them to a range of agricultural services, beginning with irrigation. Claro Energy is at the center of the new initiative, piloting an “irrigation-as-a-service” business model in Bihar state that is already being used by dozens of farmers, according to the company’s head of Institutional Business, Sonal Adlakha. Claro, in collaboration with Smart Power India (SPI), an initiative established by The Rockefeller Foundation, is also working with private utilities at about 10 mini-grid sites, including Husk Power Systems and other SPI partner developers, and is experimenting with how irrigation can serve as an “anchor load” for existing or new mini-grids.

“Indian Printed Circuit Board Industry & Market Research Report

The evolution of miniaturization and sub-miniaturization in the design of electronic equipment led to the emergence of a new technique of inter-component wiring and assembly known as the printed circuit board (PCB). This technology has now become the backbone of electronic devices. They provide the required mechanical support structure and electrical connect for the circuit. In addition to providing the connectivity, they also help to reduce the overall size and enhance the efficiency of the device.

  • By 2020, the electronics market in India is expected to increase with a CAGR of 25.1 per cent to USD 400 billion from USD 104 billion in 2015

  • Currently only 35% of this demand is currently being met by local manufacturers. And for the rest 65%, India is still dependent on imports.

  • Hence, PCB- being the backbone of electronics holds a huge demand in India - Current demand of USD 2.01 Billion represents the demand based on the total PCBs (which includes both the bare board PCBs and the populated PCBs)

  • Current market size for bare PCBs is USD 1.2 Billion - Only 30% of this demand for bare PCBs is currently being met by local PCB manufacturers. And for the rest 70%, India.
