Electronics Manufacturing Clusters Scheme to provide
world-class infrastructure for attracting investments in the
Electronics Systems Design and Manufacturing Sector
The Union Cabinet today approved
the proposal to offer financial support for the development of
Electronics Manufacturing Clusters (EMCs) as these EMCs would
aid the growth of the Electronics Systems Design and
Manufacturing (ESDM) sector, help development of
entrepreneurial ecosystem, drive innovation and catalyze the
economic growth of the region by increasing employment
opportunities and tax revenues.
The proposed EMCs scheme would
support setting up of both Greenfield and Brownfield EMCs. The
main features of the proposed EMC Scheme are as follows:

The assistance would be provided
to a Special Purpose Vehicle (SPV) which should be a legal
entity duly registered for this purpose. The SPV may be
promoted by private companies, industry associations,
financial institutions, R&D institutions, State or Local
governments or their agencies and units within the EMC. The
SPV should consider including an academic/research
institution to be part of the proposed SPV for suitable
academic-industry linkages.

The financial assistance to the
SPV shall be in the form of grant-in-aid only. For
Greenfield EMCs the assistance will be restricted to 50% of
the project cost subject to a ceiling of Rs. 50 crore for
every 100 acres of land. For Brownfield EMCs the assistance
will be restricted to 75% of the project cost subject to a
ceiling of Rs. 50 crore.

The scheme will be open for
applications for five years from the date of notification.

This is a policy decision with
no automatic financial commitment. The financial assistance
under the policy would be subject to approval by the
Competent Authority following due process.
The proposed scheme is expected to
help flow of investment for the development of world-class
infrastructure specifically targeted towards attracting
investment in the ESDM sector.
Nearly 28 million persons are expected to be employed,
directly or indirectly for the ESDM turnover to reach USD 400
billion. The policy covers all States and districts and
provides them an opportunity to attract investments in
electronics manufacturing.
Background
As part of the vision to
make India a leading destination for the ESDM sector, the
draft National Policy on Electronics (NPE) proposes to achieve
a domestic production of about USD 400 Billion by 2020 in the
ESDM sector by creating an industry friendly policy framework
and ecosystem which provides a level playing field for the
domestic industry. The draft NPE also proposes to set up two
semiconductor wafer manufacturing facilities and to create and
sustain a vibrant research and development and innovation
eco-system in the ESDM sector. Setting up of EMCs is an
integral part of this strategy.
The importance of clusters in ESDM is a well accepted
phenomenon worldwide. A well developed cluster can give a unit
located in it a cost advantage of 5 to 8% because of various
reasons such as increased supply chain responsiveness,
consolidation of suppliers, decreased time-to-market, superior
access to talent and lower logistics costs. The cluster
development approach also helps in the development of
entrepreneurial ecosystems which drive innovation and catalyze
the economic growth of a region by increasing employment
opportunities and tax revenues.

Modified Special Incentive Package Scheme
to offset disability and attract investments in Electronics
Systems Design and Manufacturing Industrie
The Union Cabinet today approved
the proposal to provide a special incentive package to promote
large-scale manufacturing in the Electronic System Design and
Manufacturing (ESDM) sector. The scheme is called the Modified
Special Incentive Package Scheme (M-SIPS). The main features
of M-SIPS are as follows:

The scheme provides subsidy for
investments in capital expenditure - 20% for investments in
SEZs and 25% in non-SEZs. It also provides for reimbursement
of CVD/excise for capital equipment for the non-SEZ units.
For high technology and high capital investment units, like
fabs, reimbursement of central taxes and duties is also
provided.

The incentives are available for
investments made in a project within a period of 10 years
from the date of approval.

The incentives are available for
29 category of ESDM products including telecom, IT hardware,
consumer electronics, medical electronics, automotive
electronics, solar photovoltaic, LEDs, LCDs, strategic
electronics, avionics, industrial electronics, nano-electronics,
semiconductor chips and chip components, other electronic
components and EMS. Units across the value chain starting
from raw materials including assembly, testing, packaging
and accessories of these category of products are included.
The scheme also provides incentives for relocation of units
from abroad.

The scheme is open for three
years from notification.
Approvals for incentives not
exceeding Rs. 10,000 crores will be granted during the XII
Plan period.
The projects with incentives of
Rs 10,000 crores have potential to create employment for
nearly 0.5 million persons.
The policy is expected to create
an indigenous manufacturing eco-system for electronics in the
country. It will foster the manufacturing of indigenously
designed and manufactured chips creating a more cyber secure
ecosystem in the country. It will enable India to tap on the
great economic potential that this knowledge sector offers.
The increased development and manufacturing in the sector will
lead to greater economic growth through more manufacturing and
consequently greater employment in the sector.

Clearance Operations
Customs Circular No.22/2012 dated
7th August 2012, issued by the Ministry of Finance, Department
of Revenue, has announced round the clock customs clearance
operations. The beginning will be made from 1st September
2012 on a pilot basis at identified Air Cargo Complexes and
Seaports in respect of following categories of imports and
exports.
Facilitated Bills of Entry where
no examination and assessment is required; and Factory stuffed
export containers and export consignment covered by Free
Shipping Bills.

Industrial output shrinks 1.8% (Finance Minister talks steps
to revive growth)
Indias factory output contracted
by (-) 1.8% in June, the third fall in four months, data
released shows. The Finance Minister P Chidambaram promised
action to halt an embarrassing slowdown in the Indian economy,
which, until recently, was an engine of global growth.
Capital goods output a proxy for
investment activity contracted by (-) 27.9% in June and
business leaders ratcheted up their demand for a fresh round
of stimulus measures including tax cuts and a cheaper bank
loans to boost investment, income and employment.
Chidambaram, who took over as
finance minister recently, described the slowdown as
disappointing obliquely hinting that a set of policies could
well be round the corner to stem the crippling industrial
deceleration in Asias third largest economy.

Govt. looking to redefine SMEs (move likely to clear hurdles

According to the Commerce
Minister, the government is seriously considering tweaking the
definition of small and medium enterprises (SMEs) in the
country. Aiming at bringing in more foreign investments in
the country, the government wants to remove hurdles in way of
such investments from across the sectors, including single
brand retail.

Services help India, China soften downturn blow (manufacturing
miracles are history, services continue to surprise)

The services sectors in emerging
power houses China and India grew in July at a healthy pace,
providing vital support as their manufacturing sectors
struggle with the global downturn.
Chinas official purchasing
Managers index (PMI) for the services sector fell to 55.6 in
July from 56.7 in June, while its HSBC PMI headed in the
opposite direction, rising to 53.1 from a 10-month low of 52.3
in June.
Indias non-manufacturing PMI from
HSBC was little changed, slipping to 54.2 in July from 54.3 in
June.
With all the PMIs above 50 a
threshold that divides expansion from contraction the
surveys signal that both services sectors are expanding.

New Offset rules allow technology transfer, relax time limits
The defence ministry (MoD) has
today announced a slew of keenly anticipated modifications to
its defence offset policy, which come into effect from August
1. Transfer of technology (ToT) has been made eligible for
offsets, multipliers specified, sub-vendors have been allowed
to discharge offsets, and the MoD has acceded to vendor
requests to relax time frames for the discharge of offsets.
For the first time, the aim of the offset policy has been
spelt out clearly, making it easier for vendors to structure
their offsets to satisfy Indian aims.
According to the new policy, the
threefold aim of defence offsets are (a) to foster the
development of internationally competitive enterprises; (b) to
augment Indian capacity for research and development (R&D) and
the design of defence products and services; and (c) to
encourage the development of synergistic sectors like civil
aerospace and internal security.

Manufacturing Slumps to 8-month low in July

Indias manufacturing activity
slumped to an eight-month low in July as weakening global
demand reduced new order, according to a private sector
survey of purchasing managers. The seasonally adjusted HSBC
India Manufacturing PMI fell to 52.9 from 55 in June its
biggest monthly drop since September.

Global IT Outsourcing spending to surpass $251 billion in 2012
Worldwide spending on IT
outsourcing services is on track t reach $251.7 billion in
2012, a 2.1% increase from last years $246.6 billion, says
research firm Gartner.

The fastest growing segment in the
IT outsourcing market is cloud computing services, which is
expected to grow 48.7% in 2012 to $5 billion, up from $3.4
billion in 2011, Gartner said a in a statement.
Today, cloud compute services
primarily provide automation of basic functions. As
next-generation business applications come to market and
existing applications are migrated to use automated operations
are migrated to use automated operations and monitoring,
increased value in terms of service consistency, agility and
personnel reduction will be delivered, Gartner research
director Gregor Petri said.

attacks Microsofts move into Tablets
Acer, the worlds fourth-largest
computer maker by shipments, has attached Microsofts move
into tablets, highlighting the rift between the software group
and its former PC maker allies.

JT Wang, Chairman and Chief
Executive of Acer, said Microsofts plans to launch its
surface tablet in October, in competition with his companys
Iconia and HPs Touch Pad tablets, would be negative for the
worldwide ecosystem in computing.
He is the first head of a big PC
maker publicly to criticize Microsofts move. We have said
(to Microsoft) think it over, he told the Financial Times.
Think twice. It will create a huge negative impact for the
ecosystem and other brands may take a negative reaction. It
is not something you are good at, so please think twice.

IT spending by the manufacturing
sector in the country is expected to grow at 14.5% to touch
$8.78 billion by 2016, driven by segments like automotive,
chemicals and consumer products, research firm IDC on Friday
said. According to IDC Manufacturing insight, increasing
costs and intensifying competition is pushing manufacturers to
update and automate their business processes.

Sabeer Bhatia, the Indian-born
co-founder of Hotmail, has hailed Microsofts decision to
relaunch the iconic email service as Outlook.com, as the
technology major not only looks to break the hegemony
established by Googles Gmail in recent years, but also bring
about greater integration between social networking and
e-mail services. Speaking to Economic Times from San
Francisco, Bhatia, who along with co-founder Jack Smith, sold
the email service to Microsoft in 1997 for $400 million,
explains the need for rebranding, which he insists, is not the
phasing out of Hotmail, but a move targeted towards
rejuvenating what was once regarded as a mainstay of the
internet in the late 90s.

Telcos
allowed to keep 8 MHz of 2G Airwaves
India will allow mobile phone
companies to retain 8 MHz or units of second-generation
airwaves in every region when mobile permits of companies come
up for renewal beginning 2014, a telecom department official
told ET. The process towards renewing mobile permits will
start in early 2013, and the telecom department wants to
complete it by mid next year to ensure a smooth transition
before the licenses of incumbent telcos expire, the official
added.

DoT panel suggests local sourcing of sensitive equipment
An expert group constituted by the
telecom department (DoT) has listed out 56 'security
sensitive' telecom products, including
SIM cards,
modems, set-top boxes, routers and leased line equipment
among others, and recommended that mobile operators be
mandated to source 80% of their requirements for such
equipment from Indian companies by 2020.
The panel has also recommended to extend this to tenders of
all government ministries (except defence), PSUs,
government-controlled institutions and PPP-funded projects.
The panel's recommendations, submitted on August 9, sharply
contradicts the commerce ministry's stance that India's plans
to give preferential access to indigenously manufactured
telecom equipment violates multi-lateral agreements and
international commitments made by the country.

Nokia launches Asha
handsets

Aimed at strengthening its mobile,
Internet devices portfolio, Finnish handset maker Nokia has
launched two devices in the country under its Asha range of
phones. The Asha 305 and Asha 311 are equipped with cloud
accelerated Nokia browser, which will compress data by as much
as 85%, helping users browse the Internet faster and lower
their spend on data charges. Asha 305 will be priced at
Rs.5029 while Asha 311 is priced at Rs.7139, Nokia India
director marketing Viral Oza said.

Samsung
launches super-size Galaxy Note

South Koreas Samsung Electronics
has launched a super-size version of its Galaxy Note
smart-phone, the latest salvo in its battle with Apple for the
multi-billion-dollar hand-held market. The Galaxy Note 10.1,
which went on sale yesterday in Germany and the United Arab
Emirates, is almost twice as wide as its predecessor and
nearly the size of a tablet. The release comes as Samsung
tries to make in-roads in the tablet computer market; which is
dominated by Apples iPad.

RBI allows banks to lend to Telcos for spectrum auction

The Reserve Bank of India has
allowed banks to lend to telecom companies for the upcoming
auction for spectrum; subject to conditions such as mortgaging
the spectrum to the lenders says a top Reserve Bank of India
official.
Deputy Governor Anand Sinha said
the RBI had laid down a few pre-conditions for financing of
telecom firms for the auction of airwaves to protect banks
against potential defaults. We had put some conditions
around it. Essentially, it is valuation-related issues, the
fact that spectrum should be available to the banks in case
there is a default.

Telecom
user base touches 965.5m in June
Led by Bharti Airtel, telecom
operators added 4.7 million new mobile phone users in the
month of June 2012, taking the telephone subscriber base in
the country to 965.5 million, says telecom regulator Trai.
With this addition, the total
mobile phone user base in India stood at 934.09 million at the
end of the reported month, while that of landline users stood
at 31.43 million.

Cabinet sets base price for spectrum bids at Rs.14,000 Crores
The Union Cabinet has set the
minimum price for airwaves in the upcoming auctions in the
upcoming auctions at Rs.14,000 crore, attracting sharp
criticism from mobile phone companies, which had been
demanding an 80% reduction from the Rs.18,000 crores proposed
by sector regulator Trai.
This translates into a base price
of Rs.2,800 crore for every MHz or unit of airwaves in the
1800 MHz band, which is used by mobile phone companies on the
GSM platform.
Telecom Minister Kapil Sibal said
the Cabinet had also approved the recommendations of the panel
of ministers on spectrum to keep the reserve price of the 800
MHz band (used by telcos on the CDMA platform) at 1.3 times
that of the 1800 MHz band. This implies, the reserve price
for CDMA spectrum for companies like Sistema will be Rs.18,200
crore for 5 units.
The Cabinet decided that mobile
phone companies would have to share 3-8% of their annual
revenues as spectrum usage charges. Trai had recommended that
this levy be fixed at 1% while the telecom department wanted
it to be fixed at 3%.
The Cabinets decisions are in
line with the recommendations of the panel of ministers on
spectrum headed by Finance Minister P Chidambaram..
Telcos look to drag govt. to
court. Explore legal options to challenge policy decisions
related to upcoming sale of spectrum.
Economic Times editorially
comments that high prices for spectrum are an immense setback
for telecom.

Launch of the First Electronics Manufacturing Cluster
(ELCINA-VIC
Electronics Manufacturing Cluster launched on 23rd June 2012
at Ananthpur District, Andhra Pradesh)
ELCINA, in partnership with Vittal
Innovation City (VIC), launched the first of its kind
Electronics Manufacturing Cluster in Ananthpur District (AP)
near Bangalore.
This is the first initiative to
establish a modern Cluster Manufacturing facility for
electronics hardware which will provide a level playing field
to manufacturers in India. The facility will provide an
efficient and low cost environment enabling manufacturers to
compete globally.
Details about the project have
been circulated to all Members by email on 12/13 June 2012.
Details can also be obtained from ELCINA office.
It may be noted that this Cluster
is exclusively for manufacturers who will establish their
manufacturing facilities in the stipulated time.

The Union Cabinet has approved the
proposal to offer financial support for the development of
Electronics Manufacturing Clusters (EMCs) as these EMCs would
aid the growth of the Electronics Systems Design and
Manufacturing (ESDM) sector, help development of
entrepreneurial ecosystem, drive innovation and catalyze the
economic growth of the region by increasing employment
opportunities and tax revenues. ELCINA has been advised by
Department of Information Technology, Govt. of India to
establish the first Electronics manufacturing Model Cluster in
NCR Region. ELCINA has been working on this project since
last one year. The industry and Government are confident that
such a project has immense potential and value for the
industry and for all participants. This
Cluster will provide significant benefits to all participants
by way of world class infrastructure, lower land and building
costs as well as support services such as test &
certification, hostels for labour and staff, back-up power and
logistics support etc.
It can revitalize the electronics manufacturing sector and
give it the much needed boost, and extricate us from the
vicious cycle of high imports and low value added
manufacturing.
The proposed project will
facilitate establishment of small and medium sized enterprises
for manufacturing electronic components, parts, materials and
assemblies for the Consumer Electronics, Lighting and Power
Electronics segments. Large units which will serve as an
anchor are welcome to join the Cluster. Presently it is
envisaged that the cluster area would be between 100-150
acres and the most likely location is in Rajasthan within 75
kms of Gurgaon on Jaipur Highway. The Cluster would be managed
by a SPV constituted by the members.
Presently a detailed project
report is being prepared by a reputed Infrastructure
Management Company and the same would be ready within 3
months. The Central Government will provide up to Rs.50 crores
on Infrastructure Development Support for the Cluster which
will add more value and save costs for the manufacturing units
established in the Cluster.
As on date we have 21 companies
who have confirmed their participation in the Cluster.
Further enrolments for the Cluster had been postponed till
such time as the location could be finalized. However, now
that the location is almost finalized and Project Report is
under preparation, ELCINA invites its Members to join the
Cluster at the earliest date and get best advantage of lower
cost for enrolment and obtaining the land and infrastructure.

The Awards were instituted by
ELCINA in 1976. ELCINA has been giving away a series of Awards
to recognise the achievements of electronics/IT Hardware
manufacturing companies in India. All Electronic/IT Hardware
companies with manufacturing base in India are welcome to
apply for the Awards. The winners of these Awards in previous

Forthcoming ELCINA-CKM Programmes
Continuing its efforts to
establish an extensive source of knowledge to serve Indian
Engineering and Electronics Industry and cultivate a
manufacturing culture in the country, ELCINA-Centre for
Knowledge Management (CKM), since its launch in 2008, has been

The 'OSRAM DISPLAY CENTRE'
in ELCINA House is a permanent Display Centre and serves to
showcase the Indian electronics industry to visitors. The

Service Member-companies of ELCINA are eligible to display
their products

Flexible shelves
are provided inside the stalls. Modification in
fixtures of the basic structure will not be possible as it
runs counter to uniformity.

Lockable Storage
space will be provided below the stall for
brochures/publicity materials etc.

Audio Visual
clip/Power Point presentation will be displayed for the
visitors on LCD Panel installed in the Display Area.
-
The rental
charges for the Stalls for two years FULL Stall
(Rs.20,000/-) and HALF/MINI Stall (Rs.12,000) + Service
Tax (10.3%), as per govt rules.
-
Exhibits can
consist of product samples, demo kits, brochures, posters
etc.
-
Each stall has
got one power supply point of 15 Amps.
-
Renewal will be for a minimum period of two years or
multiples there
